Unable to download any mp4 videos from YouTube. Tried restarting, still not working

3 days ago I was unable to download any mp4 videos from YouTube. I restarted and it started working. Tried to do it today and it wasn't allowing any downloads again, even after restarting several times. I have a Plus account. Please advice on a solution.

  If you are able to download this video, we also feel YouTube is blocking certain users from downloading their videos. As a workaround, you can contact your ISP and ask them to provide you with a new IP address. Once you get a new IP address from your ISP, YouTube will detect this new IP address and think that you are a new user and shouldn't block you.
