Message Center does not show topics to choose from.

I have the latest version of RP: 1817343.

When I go to preferences>message center> select topics.  It only opens a page, lower right prompting me to download RP.  No topics to choose from, and no messages.  Had the same problem with the previous version.

This is what's preventing me from paying for RP.

  As we've mentioned before, we have discontinued the message center, as it was not a popular feature.
