downloader usurping CPU cycles

downloader2.exe usurps my CPU (example) when I return from screen saver and interferes with scrolling every 1.5 seconds. I must disable it via Task Manager. What is it doing every 1.5 seconds that it interferes with scrolling? I'm sure it affects other programs but this is an obvious one. Most Realtime programs are disabled in 'startup' to no avail.

Can you please try the following steps and let us know the outcome.

1. Right click on your taskbar and open TaskManager.
2. Under Details tab and sort it by Name.
3. Please look for the following and right click to End task.
 a. Downloader2.exe
 b. Realdownloader264.exe
4. Close all Chrome browsers and other browsers you have opened.
5. Go back to TaskManager and to the Details tab.
6. End task all Chrome.exe available.
7. Once you have taken care of this, please open Chrome alone and let us know how the performance is.

I followed the actions below. The 'fix' is temporary at best. Something re-ignited the 'downloaderxxx' programs. 

What is the PURPOSE of usurping or taking up so much/many CPU time while apparently doing nothing useful (for me)! How do I PERMANENTLY disable this 'FEATURE'?!?!?!

We are seeing reports of this happening on very few computers while it doesn't happen on all types of PCs. Our engineering department is investigating it. We will email you as soon as it is resolved.
