$24.99 offer Bogus? I've tried Every Way

I've tried every which way to get the $24.99 upgrade offer and it just jams up and goes noplace,  I'm sure the regular price offer has no issues ... this is a great way to piss people off, think of your customer acquisition cost.  Now I'm reading about the upgrade not working- sure respond via email so no one knows the resolution for all we know you tell people to go pound sand.
