unable to connect with pc from mobile

i have version 9.8.0.3 on pc, it sees my pc but cannot access videos i have a paid account

  Please restart your PC and make sure it is signed in with the same email address used on your mobile app and try connecting again? 

  Are both these devices on the same Wifi network?
