offline.html unable to log in

Try to log in but just get dialogue box 'offline.html' with no way to try to log in

  This can happen when you have a firewall that is blocking the sign in process. What type of firewall program do you have on your PC and what version of Windows is it that you are having?

  I have no firewall program.  My version of windows is Windows 7
