unable to download certain videos

Hello Arvin, I have tried this solution you have provided and it does not work. The image you provided on line is from a 2009 operating system, mine is a 2016 windows 10 using Internet explorer 11.  When I use command Prompt (admin)  I bring up a different window than the 2009 and when I input the commands you advise I keep getting messages that the system does not recognise.

Maybe you can help please...
