    If you are using any VPN services, please disconnect it and try again. If you are still having this issue, try connecting your computer to your Phone's hotspot and try to download a YouTube video. If you are able to download after connecting to your hotspot, then YouTube is probably blocking you from downloading videos through your Internet Service Provider. In that case, you could call them and ask them to provide you with a new IP address.
