Clip Position bar for 18.1.9.106: clicking in first 10% and last 10% is ignored

The first 10% and the last 10% of the Clip Position bar are "dead". The scroll box is accurate, but one cannot position the video into either of these regions by clicking. The clip can only be positioned into either of the above regions by dragging the scroll box from its current position to the desired location.
