How can I create a transcript file, with time stamps, from a downloaded video?

  If you are referring to subtitles, we now have the feature to download subtitles if a video exists with one. If a video doesn't have a subtitle available, you won't be able do so as it doesn't exist. These subtitles are in .SRT format. You can open them as a text file. You can re-download the video and choose Download Subtitles as shown in the screenshot below.
