Please reinstall the app on your phone. Once reinstalled, please make sure you are signing into the app with the same credentials of your Premium plan to see your Cloud items on your phone.
I can't view or retrive any of my cloud photos or videos on my galaxy S9
My computer shows my pics and videos are in the cloud. I have one of the premium plans, but cannot view any of my cloud items on my phone.

I did that 3 times now. I am starting to get very frustrated with the customer service here. My computer says they are in the cloud. Can I not retrieve any stuff off my computer with a premium plan?
