I can't view or retrieve any of my cloud photos or videos on my galaxy S9

I pay for the upgrade plan $9.99 per month. My computer shows I have uploaded all my pics and videos to the cloud. I STILL cannot access anything from real cloud on my galaxy S9 phone. It says I have nothing in it. My old galaxy S5 says the same thing. I had a remote with Sharma a while back. He could not access anything either. He said it was an app problem and the engineers would have to fix it. I STILL have not heard anything & it still doesn't work. I tried reinstalling the app, no help. What is up. Why should I keep paying $9.99 a month if I cannot access real cloud? Please let me know what the heck is going on and the status of getting this issue resolved. A timely reply would be appreciated! Thank you.
