Fast forward on playback

Is it possible to disable fast forwarding of videos on playback? I am trying to find a solution for training videos for a national certification program for a healthcare training in Japan. The certification requires a minimum amount of streaming video. We need to be able to disable fast forwarding, so that the participants view the material in real time.
